Achievements under PMKVY (2015-2024)

Reference:

  • Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), 1,60,33,081 candidates were trained between 2015 and 2024.

Key Points:

  • The Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing its flagship scheme, PMKVY, since 2015. The objective is to provide skill development training to youth across the country through Short-Term Training (STT) and skill upgradation/reskilling via Recognition of Prior Learning (RPL).
  • In the first three versions of the scheme (PMKVY 1.0, 2.0, and 3.0, implemented from FY 2015-16 to FY 2021-22), placement tracking was done under the STT component. The placement rate for STT-certified candidates till PMKVY 3.0 was 43%.

PMKVY 4.0:

  • Focus: Empowering trained candidates to choose diverse career paths.
  • SIDH Platform: Launched the Skill India Digital Hub (SIDH), integrating skill, education, employment, and entrepreneurship ecosystems.
  • Expenditure: ₹1,244.52 crore utilized in states/UTs (till 31.12.2024).
  • Central Sector Scheme: PMKVY 4.0 is implemented by the Central Government.

Other Skill Development & Empowerment Schemes

1. Jan Shikshan Sansthan (JSS)

  • Launch Date: July 2018 (transferred from the Ministry of Education to MSDE).
  • Objective: Provide vocational training to non-literates, neo-literates, and school dropouts in rural areas, focusing on skills demanded by local markets.
  • Key Achievements (FY 2024-25, data till 28.01.2025):
  • 4,29,762 beneficiaries enrolled; 2,45,239 trained; 2,38,048 assessed; 2,37,729 certified.
  • Operational in 32 states/UTs, 283 districts, 289 JSS centers, and 11,338 sub-centers.

2. PM Vishwakarma Scheme

  • Launch Date: 17 September 2023.
  • Objective: Support artisans/craftsmen engaged in 18 traditional trades.
  • Key Achievements (till 28.01.2025):
  • 2,64,97,537 applications received; 27,01,087 successfully registered.

3. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

  • Launch: 25 September 2014 (under the National Rural Livelihood Mission, NRLM).
  • Objective: Diversify income for rural poor families and fulfill career aspirations of rural youth.
  • Key Achievements (till November 2024):
  • 16,90,046 candidates trained since FY 2014-15; 10,97,265 placed (65% placement rate).

4. Rural Self Employment Training Institutes (RSETI)

  • Launch: January 2009.
  • Objective: Promote entrepreneurship among rural youth through free residential training and post-training loan linkage.
  • Key Achievements (FY 2014-15 to 2024-25):
  • ₹8,963.909 crore funds released.
  • 54,03,231 candidates trained (till 01.01.2025 in FY 2024-25), compared to 22,89,737 trained in FY 2016-17.
