PMAY-U 2.0 Central Sanctioning and Monitoring Committee (CSMC) First Meeting

Reference :-

  • Secretary of the Ministry of Housing and Urban Affairs, Srinivas Katikithala, chaired the first meeting of the Central Sanctioning and Monitoring Committee (CSMC) under the Pradhan Mantri Awas Yojana-Urban 2.0 (PMAY-U2.0) on March 20, 2025.
  • In this meeting, proposals for the construction of more than 3.53 lakh houses in 10 states and union territories were approved.

Key points:

  • Purpose of the meeting: The main objective of the CSMC meeting was to monitor the progress of housing construction under PMAY-U2.0 and provide necessary approvals.
  • This scheme promotes women empowerment and out of the houses approved on March 20, 2025 under PMAY-U 2.0, more than 2.67 lakh houses have been approved for women, including single women and widows, along with 90 houses allocated to transgenders.
  • Out of the total approved houses, 80,850 houses for SC beneficiaries, 15,928 for ST and 2,12,603 houses for OBC category have been approved, which promote inclusion and equality among various deprived groups.
  • A total of 3,52,915 lakh houses have been approved today in 10 states/union territories namely Andhra Pradesh, Arunachal Pradesh, Bihar, Haryana, Jammu and Kashmir, Odisha, Puducherry, Rajasthan, Telangana, Uttar Pradesh under BLC and Affordable Housing in Partnership (AHP) components of PMAY-U2.0.
  • Apart from the state share under PMAY-U2.0, the Uttar Pradesh government is providing Rs 30,000 to each senior citizen beneficiary (who are above 70 years of age) and Rs 20,000 to each unmarried woman (above 40 years of age), widow and separated woman beneficiary.

Importance of the scheme:

  • PMAY-U2.0 is currently in the implementation phase, for which Memorandums of Understanding have been signed between the Ministry and 31 states/union territories.
  • Memorandums of Understanding have also been signed between the Ministry and Central Nodal Agencies (CNA) for the implementation of the scheme. In addition, Memorandums of Understanding have been signed with more than 200 primary lending institutions.
  • The Ministry of Housing and Urban Affairs has launched the PMAY-U 2.0 'Housing for All' Mission for implementation for 1 crore additional eligible beneficiaries in urban areas across the country from September 1, 2024.

PMAY-U 2.0 is being implemented through four verticals :-

  • BLC (Beneficiary Led Construction): Assistance to beneficiaries to build their own homes.
  • Affordable Housing in Partnership (AHP): Affordable housing projects in collaboration with public and private agencies.
  • Affordable Rental Housing (ARH): Affordable rental housing for urban migrants and low income groups.
  • Interest Subsidy Scheme (ISS): Providing interest subsidy on housing loans.
  • Under this scheme, government assistance of ₹2.30 lakh crore will be provided with an investment of ₹10 lakh crore.
  • Families belonging to EWS/LIG/MIG segments, who do not have a pucca house anywhere in the country, are eligible to buy or build a house under PMAY-U 2.0.
  • Central assistance of ₹2.50 lakh is provided for each housing unit.

PMAY-Urban (PMAY-U):

  • Providing houses to economically weaker sections (EWS), low income group (LIG) and middle income group (MIG) in urban areas.
  • First launched in June 2015.
  • Under this scheme, 118.64 lakh houses have been approved, while about 92 lakh houses have been constructed and distributed to the beneficiaries.

Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0:

  • Start: August 2024
  • Objective: To provide affordable housing to 1 crore additional urban families
