Approval of the Revised National Dairy Development Programme (NPDD)

Reference:

  • Under the chairmanship of Prime Minister Shri Narendra Modi, the Union Cabinet approved the Revised National Dairy Development Programme (NPDD) on March 19, 2025.

Key Points:

  • The Revised NPDD is a Central Sector Scheme with an additional outlay of ₹1,000 crore, bringing the total budget for the 15th Finance Commission cycle (2021-22 to 2025-26) to ₹2,790 crore.
  • The scheme focuses on modernizing and expanding dairy infrastructure, ensuring continuous growth and productivity in the sector.
  • The revised NPDD aims to promote the dairy sector by developing infrastructure for milk procurement, processing capacity, and quality control.
  • The objective is to improve farmers' access to markets, ensure better pricing through value addition, and enhance supply chain efficiency.
  • It will increase farmers' income and boost rural development.

Two Key Components of the Scheme:

Component A:

  • Dedicated to improving dairy infrastructure.
  • It includes milk chilling plants, advanced milk testing laboratories, and certification systems. It will also support the formation of new village dairy cooperative societies, particularly in the Northeast Region (NER), remote and backward areas, hilly regions, and Union Territories (UTs).
  • Additionally, two milk producer companies (MPCs) will be formed with dedicated grant support.

Component B:

  • Includes “Dairy Operations through Cooperation (DTC)” activities.
  • Under this component, dairy development operations will continue in collaboration with the Government of Japan and the Japan International Cooperation Agency (JICA) as per the signed agreements.
  • This component focuses on the sustainable development of dairy cooperative societies and the improvement of production, processing, and marketing infrastructure in nine states:
  • Andhra Pradesh, Bihar, Madhya Pradesh, Punjab, Rajasthan, Telangana, Uttarakhand, Uttar Pradesh, and West Bengal.

Socio-economic Impact and Key Achievements of NPDD:

  • The implementation of NPDD has had a significant socio-economic impact.
  • It has benefited over 18.74 lakh farmers and created more than 30,000 direct and indirect jobs.
  • The scheme has increased milk procurement capacity by 100.95 lakh liters per day.
  • NPDD has promoted cutting-edge technology for better milk testing and quality control.
  • More than 51,777 village-level milk testing laboratories have been strengthened, and 5,123 bulk milk coolers with a combined capacity of 123.33 lakh liters have been installed.
  • Additionally, 169 laboratories have been upgraded with Fourier-Transform Infrared (FTIR) milk analyzers, and advanced systems for adulteration detection have been established in 232 dairy plants.

Revised NPDD: Employment Generation and Women Empowerment in Northeast Region (NER):

  • The Revised NPDD will establish 10,000 new dairy cooperative societies and processing units in the NER.
  • Additionally, two milk producer companies (MPCs) will be formed with dedicated grant support.
  • This will generate 3.2 lakh additional direct and indirect jobs, significantly benefiting women, who constitute 70% of the dairy workforce.

Revised NPDD: Boosting Rural Livelihood, Employment, and the Dairy Industry:

  • The Revised National Programme for Dairy Development will enhance the country's modern infrastructure in line with the Second White Revolution.
  • New technology and quality testing laboratories will further support newly formed cooperative societies.
  • The program will improve rural livelihoods, generate employment, and foster a robust and resilient dairy industry, benefiting millions of farmers and dairy-related individuals across the country.
