India’s first Organic Fisheries Cluster

Context

  • Union Minister Rajiv Ranjan Singh launched India’s first Organic Fisheries Cluster in Soreng District of Sikkim, for development of organic fisheries and aquaculture in the State of Sikkim under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), at North Eastern Region State Meet-2025, in Guwahati, Assam.

About Organic Fisheries Cluster

  • Aim: Sustainable development of the fisheries in the State.
  • Focuses on an ecologically healthy fish farming system avoiding the use of harmful chemicals, antibiotics and pesticides.
  • National Bank for Agriculture & Rural Development(NABARD) is a key stakeholder in developing the fisheries and aquaculture organic cluster in Sikkim.

The fisheries department had earlier notified four fisheries clusters-

  • Pearl Cluster: Jharkhand, Hazaribagh
  • Ornamental Fisheries Cluster: Tamil Nadu, Madurai
  • Seaweed Cluster: Lakshadweep
  • Tuna Cluster: Andaman & Nicobar

What is Organic Aquaculture?

  • Organic Aquaculture is the farming of aquatic animals like shrimp, fishes, bivalves etc. and aquatic plants without using antibiotics, chemicals, and fertilizers by preserving the ecosystem and biodiversity.

India’s role in Fish Production

  • India is the 3rd largest fish producing, contributing 8% to global output.
  • Ranked 2nd in aquaculture production, leads in shrimp production and export.
  • 3rd largest producer in capture fisheries.

Major Fisheries Initiative

Pradhan Mantri Matsya Sampada Yojana (PMMSY)
  • Launched: 2020
  • Implementation Period: 2020-2025
  • Concerned Department: Department of Fisheries
  • Aim: To modernize and strengthen the value chain, enhance traceability and establish a robust fisheries management framework.

Blue Revolution Scheme

  • Launched in December 2015
  • Centrally Sponsored Scheme (BR-CSS)
  • Aim: To catalyze the “Integrated, Responsible and Holistic Development and Management of the Fisheries Sector”
Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY)
  • Central Sector Sub-scheme of Pradhan Mantri Matsya Sampada Yojana.
  • Outlay of ₹6000 crore, includes assistance from the World Bank and Agence Française de Développement (AFD).
  • Period: FY 2023-24 to FY 2026-27.

  • Sagar Parikrama: Launched in 2022
  • Fisheries and Aquaculture Infrastructure Development Fund (FIDF): Launched in 2018-19
