Telangana formed panel to study sub-categorisation of Schedule Castes (SC)

  • Retired Justice Shameem Akhtar has been appointed as the one-man commission to study and recommend the sub-categorization of Schedule Castes (SC) in Telangana for education and employment purposes.

About SC/ST Reservation

  • Article 330 and 332: Reservation of seats for SCs and STs in the Parliament and in the State Legislative Assemblies respectively.
  • Article 243D: Reservation of seats for SCs and STs in every Panchayat.
  • Indra Sawhney case 1992: Famously known as the Mandal Commission case, imposed the ceiling of 50% on total reservation.

Constitution Glorification Campaign          

 

  • Union Minister Kiren Rijiju announced that the 75th anniversary of the Indian Constitution, on November 26, will be marked by a nationwide “Constitution Glorification Campaign” in every village.

President's rule revoked in Jammu and Kashmir

 

  • The Centre revoked the President's rule in Jammu and Kashmir, enabling the formation of a new government, with an official notification issued.

About President Rule

  • Article 356: President's Rule can be imposed on any state of India on the grounds of the failure of the constitutional machinery.
  • President's Rule is when the state government is suspended and the central government directly administers the state through the office of the governor (centrally appointed).
  • The state legislative assembly would be either suspended or dissolved by the President.
  • President's Rule is initially for a period of six months.
  • It can be extended for a period of three years with parliamentary approval, every six months
  • Parliamentary approval is necessary for the imposition of President's Rule on any state. 
  • President's Rule should be approved in both Houses of the Parliament through a simple majority, within two months of its issue.
  • Article 356 was used for the first time during Vimochana samaram to dismiss the democratically elected Communist state government of Kerala on July 31, 1959.
