Samagra Shiksha Scheme

Context

  • Tamil Nadu Chief Minister MK Stalin has recently requested the Prime Minister to release the state's share under the "Samagra Shiksha Yojana".
  • Union Education Minister Dharmendra Pradhan has urged the Tamil Nadu government to sign a Memorandum of Understanding (MoU) with the Centre for the "PM Shri Yojana". 

Samagra Shiksha Scheme (SSA)

  • Launched: In the year 2018
  • Main objective: To provide equitable, inclusive and quality education to all children
  • It is a centrally sponsored scheme.
  • Share of Centre and most of the states: 60:40

Three earlier schemes were subsumed under SSA: 

  1. Sarva Shiksha Abhiyan (SSA)
  2. Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and
  3.  Technical Education Quality Improvement Programme (TEQIP)

SSA’ components:

  • Kindergarten or Early Childhood Care and Education (ECCE): Provide quality ECCE services to children aged 3-5 years.
  • Primary education: Ensure universal primary education up to grade 8.
  • Secondary education: Promote universal secondary education up to grade 10.
  • Infrastructure development: Improve educational infrastructure including classrooms, libraries and laboratories.
  • Textbook development: Develop quality textbooks and teaching materials.
  • Teacher training: Provide comprehensive training to enhance the teaching skills of teachers.
  • Assessment and accountability: Implement a robust assessment system to monitor the progress of students and schools.

Samagra Shiksha Scheme 2.0: 

  • Duration: 2021 - 2025
  • Upgradation are being done based on the new National Education Policy, 2020.
  • Covers education aspects from pre-school to class 12th.

PM SHRI Yojana:

  • Launched: In the year 2022
  • Under the scheme, 14,500 schools in the country will be upgraded (under the National Education Policy).
  • Duration: Five years
  • Expenditure: 60 percent of the total expenditure is borne by the Central Government and 40 percent by the State Government (except special states).
